Pointless LOTR headcanon of the day: Frodo & Merry both take after their mothers, meaning Frodo looks more like a Brandybuck than a Baggins and Merry looks more like a Took. This is a constant source of petty contention.

Frodo: look it’s perfectly simple. The Brandybucks don’t like the Tooks because they play golf and think they’re better than everyone because they occasionally go on adventures. The Tooks don’t like the Brandybucks because they live on the wrong side of the river and like boats. And nobody likes the Bagginses because they’re annoying.

A point that seems to be popular on Tumblr is that the Delancey brothers are only redeemed because they’re young and attractive, not because they actually have more potential or positive qualities than older villains. While this may play some part in their popularity, I think there is another reason why the Delancey brothers are more popular: they’re more obviously working class.
Pulitzer is the most obviously wealthy- he lives in a massive house, has a fancy office, and is completely disconnected from any normal person’s life. Snyder also has a moderate amount of wealth- he can afford to hire a small police force, buy lavish food, and bribe judges to send more children his way. On top of that, both of these men made their fortunes from directly or indirectly exploiting poor children. They could have made money without that, and still had more than enough to be comfortable.
With Wiesel, the water gets a little murkier. He is much closer in status to the newsies than to Pulitzer, but he is also presumably a white, cis, straight, able-bodied, neurotypical, and adult man. He has a significantly better chance of getting a different job than the newsies ever will, and he still chooses one that puts him in a position of power over them. He also doesn’t have to do his job the way he does- it would cost him nothing to respect the newsies. But still, he chooses not to.
The Delancey brothers, however, are a different story. For one, they’re most likely still children (under 21, by 1899 standards). They’re certainly closer in age to the newsies than to any of the other villains. On top of that, they work for their uncle. This could mean that they couldn’t get a job anywhere else and had to resort to begging him, or that they’re under the care of their uncle. Either way, they could have been pressured into taking their job by Wiesel.
Oscar and Morris being young also impacts more than their looks- it makes them more naive and vulnerable. We know from their trading cards and interviews with their actors that they were treated very poorly as children, which inspires sympathy in a lot of fans who also were treated poorly. It also means that they have time to grow and change into better people, whereas older villains evidently chose not to.
In a musical about brotherhood and friendship, it’s hard to leave a pair of sympathetic villains without a family of their own. It’s like they’re begging for second chances. All in all, while the Delancey brothers’ good looking actors may factor into their popularity somewhat, there are also textual traits that make them more sympathetic and redeemable than the older villains.
Allow me to add that murkiness to Weisel’s redeemability: his last name is German Jewish. So although everything else you said is true, it is possible being Jewish would have a significant impact on his ability to find a job elsewhere. Also, at least in the musical, right up until the strike, he treats each newsie with the exact amount of respect they treat him with the implication of “same shit as always.” Davey being the exception but that could be because he thought Davey was pulling his leg about not knowing how being a newsie worked or it could have been exhaustion.
I definitely don’t consider Weisel redeemable; in a deleted scene from the movie he abuses one of his nephews and movie weisel clearly has gang ties. But he still has a Jewish last name and in that point in American history, that would have severely limited his job prospects.
